The VCOG is the Transportation Planning Agency for the Valley Planning Region, responsible for directing the transportation planning activities contained in its Unified Planning Work Program, and contracting with federal, state, and local agencies to receive and disperse planning funds to carry out planning activities contained in its work program.

Connecticut DOT 2009 Master Transportation Plan
     The Connecticut Department of Transportation's 2009 Master Transportation Plan (MTP), required by Section 13b-15 of the Connecticut General Statutes is available on the Connecticut Department of Transportation website at:

     The 2009 Master Transportation Plan, which covers the period 2009-2016, is comprised of two parts: a narrative section and a project appendix. The narrative section includes the Department's recently revised statement of its mission, vision and values; provides information on mobility needs and funding for transportation projects; and discusses the Department's actions to meet these needs during this challenging economic time when national and state resources have become increasingly limited. In addition to reorganizing the Department and developing performance measures to improve accountability and make functions and business procedures more transparent, the Department has developed a five-point strategic action plan to prioritize its investments in the transportation system. This plan outlines the action plan and describes the major priority projects that are under construction, in design and in the planning stages. The project appendix includes descriptions of the federal transportation funding programs and a detailed list of the programs and improvement projects that the Department has identified.

Air Quality Conformity Draft Resolution (16KB PDF file)
      The Greater Bridgeport-Valley Metropolitan Planning Organization is required to submit an Air Quality Conformity Statement to the US Federal Highway Administration (FHWA) and to the US Environmental Protection Agency (EPA) in accordance with the final conformity rule promulgated by EPA (40 CFR 51 and 93) when adopting an annual Transportation Improvement Program or when effecting a significant revision of the Regions Transportation Plan. This document is available for viewing. Please submit all comments to the Valley Council of Governments offices.

 

Transportation Planning
     The transportation planning process in the Bridgeport-Stamford Urbanized Area is carried out through cooperative relationships between area municipalities, regional planning organizations, regional transit operators, state transportation agency (Connecticut Department of Transportation), state air agency (Connecticut Department of Environmental Protection), and federal transportation agencies (Federal Highway Administration and Federal Transit Administration). Several agreements have been made between participants to define roles and responsibilities and formalize actions:

MEMORANDUM OF UNDERSTANDING
     The Memorandum of Understanding for Transportation Planning in the Greater Bridgeport and Valley Planning Regions, 1981, consolidated the transportation planning process in the Bridgeport Urban Area under the Greater Bridgeport and Valley Metropolitan Planning Organization (MPO). The MPO replaced the Tri-State Regional Planning Commission and separate Greater Bridgeport and Valley Transportation Endorsement Boards. The MOU specifies transportation planning participants, roles, and responsibilities. The MOU designates the Greater Bridgeport Regional Planning Agency and the VCOG as the Transportation Planning Agencies (TPAs) for their respective regions.

ROUTE 8 CORRIDOR PROJECT; STATE PROJECT #36-179
Project Description:
     This project consists of the Route 8 Corridor and Access Improvements from Exit 15 to Exit 18 in Derby and Ansonia, Connecticut. See attached project location map (832KB pdf file).
     The Route 8 Corridor is a vital piece of the Valley Transportation System, connecting the Upper Valley (Waterbury area) to the Lower Valley (Bridgeport area). A major link between Route I-84 north to Route I-95 and Route 15 south, the economic stability of the project area depends on this North/South connector and the secondary routes that it serves - Rte 34, Rte 110, Rte 115, Rte 334 and Pershing Drive (Rte 727).
     This project will improve and enhance the safety and operational characteristics of Interchanges 16, 17 and 18 as they provide access to and from Route 8 in Derby and Ansonia, Connecticut, including the local street network.
     The project involves the construction and reconstruction of 4 bridges and over 3.7 miles of ramp and road construction, including 11 retaining walls, property impact to approximately 40 parcels of land, and wetland impacts, totaling 0.20 acres (less than 0.03 acres federal wetlands).
     Interchange 16 will be improved by adding a northbound on-ramp, upgrading the existing northbound off-ramp and southbound on-ramp, creating a new connector road by extending Pershing Drive to Rte 34 (Main St. Derby) and adding a Connector Road to Seymour Avenue. Interchange 17 improvements will include elimination of the existing northbound on and off-ramps and reconstruction of the southbound off-ramp. A new northbound on-ramp will be constructed at Interchange 18, including modifications to Westfield Avenue. Adding turn lanes and modifying the signalization at the intersection of Division Street with Seymour Avenue/Wakelee Avenue will further improve local traffic flow.

THE GREATER BRIDGEPORT AND VALLEY MPO TRANSPORTATION IMPROVEMENT PROGRAM (TIP)
The Greater Bridgeport and Valley MPO Transportation Improvement Program (TIP) (1.3MB PDF file) lists all proposed highway and transit improvement projects within the Greater Bridgeport and Valley Planning Regions programmed to receive federal assistance over three fiscal years (2007– 2011).

MEMORANDUM OF UNDERSTANDING, 2002
The Bridgeport-Stamford Urbanized Area Memorandum of Understanding, 2002, established the transportation planning process between the five Metropolitan Planning Organizations (MPOs) and the six regional planning organizations comprising the Bridgeport-Stamford Urbanized Area, and the Connecticut Department of Transportation (ConnDOT). The Valley Council of Governments is one of the six regional planning organizations in the Urbanized Area.
