The VCOG
is the Transportation Planning Agency for the Valley Planning Region,
responsible for directing the transportation planning activities contained
in its Unified Planning Work Program, and contracting with federal, state,
and local agencies to receive and disperse planning funds to carry out
planning activities contained in its work program.

The Valley Council of Governments is currently updating their Long Range Regional
Transportation Plan. This document provides long range planning for the Valley
region that emphasizes the transportation system preservation in conjunction
with local economic and conservation initiatives.
We encourage your comments, feedback, and participation
in the review process. The Valley Council of Governments
will be holding a public meeting in their offices at 12 Main Street, Railroad
Station, Derby, Connecticut 06418, on April
17th at 5:30 pm to review the plan and discussion. Please download or

Quality Conformity Draft Resolution (16KB

The Greater Bridgeport-Valley Metropolitan Planning
Organization is required to submit an Air Quality Conformity Statement to the
US Federal Highway Administration (FHWA) and to the US Environmental Protection
Agency (EPA) in accordance with the final conformity rule promulgated by EPA
(40 CFR 51 and 93) when adopting an annual Transportation Improvement Program
or when effecting a significant revision of the Regions Transportation Plan.

The transportation planning process in the Bridgeport-Stamford
Urbanized Area is carried out through cooperative relationships between area
municipalities,
regional planning organizations, regional transit operators, state transportation
agency (Connecticut Department of Transportation), state air agency (Connecticut
Department of Environmental Protection), and federal transportation agencies
(Federal Highway Administration and Federal Transit Administration).
Several agreements have been made between participants to define roles and responsibilities
and formalize actions: MEMORANDUM OF UNDERSTANDING
The Memorandum of Understanding for
Transportation Planning in the Greater Bridgeport and Valley Planning
Regions, 1981,
consolidated the transportation
planning process in the Bridgeport Urban Area under the Greater Bridgeport
and Valley Metropolitan Planning Organization (MPO). The MPO replaced
the Tri-State Regional Planning Commission and separate Greater Bridgeport
and Valley Transportation Endorsement Boards. The MOU specifies transportation
planning participants, roles, and responsibilities. The MOU designates
the Greater Bridgeport Regional Planning Agency and the VCOG as the Transportation
Planning Agencies (TPAs) for their respective regions.

REGIONAL TRANSPORTATION PLAN
A major part of the work program for this
year will entail updating the
Regional Transportation Plan. This Plan must be updated
every three years. The current plan is Regional
Transportation Plan: Valley Region, Update 2003. (size: 1.8MB;

The Regional Transportation Plan for the
four Valley towns of Ansonia, Derby, Seymour, and Shelton is designed
to meet future mobility needs and
is consistent with the Regional Plan of Development, as well as municipal
conservation and development plans. Its proposals and recommendations
are in response to the area’s setting, land use patterns, existing
problems, and likely growth over the next twenty years.
The Regional Transportation Plan is comprehensive,
balanced, and multi-modal, being comprised of highway and public transportation
elements. The Plan
is primarily composed of expressway and arterial elements because most
trips will be made by private vehicles. As long as land use patterns
continue to favor dispersed housing development, travel will continue
to be made
primarily by private automobiles. The Region’s ability to expand
transit whether by bus or train will continue to be limited by financial
constraints.

THE GREATER BRIDGEPORT AND VALLEY MPO TRANSPORTATION IMPROVEMENT PROGRAM
(TIP)
The Greater
Bridgeport and Valley MPO Transportation Improvement Program (TIP) (1.3MB
PDF file) lists all proposed highway and transit improvement projects
within the Greater Bridgeport and Valley Planning Regions programmed
to receive federal assistance over three fiscal years (2007– 2011).
MEMORANDUM OF UNDERSTANDING, 2002
The Bridgeport-Stamford Urbanized Area Memorandum of Understanding,
2002,
established the transportation planning process between the five Metropolitan
Planning Organizations (MPOs) and the six regional planning organizations
comprising the Bridgeport-Stamford Urbanized Area, and the Connecticut
Department of Transportation (ConnDOT). The Valley Council of Governments
is one of the six regional planning organizations in the Urbanized Area.
