Region Multi-Hazard Pre-Disaster Hazard Mitigation Plan

The Valley Council of Governments (VCOG) in southwestern Connecticut is distributing the enclosed Request for Proposals (RFP) as part of its commitment to a study of pre-disaster hazard mitigation for the towns of Ansonia, Derby, Seymour, and Shelton. The objective of this project is to prepare a Multi-Hazard Pre-Disaster Hazard Mitigation Plan for the municipalities of Ansonia, Derby, Seymour, and Shelton that is approved by both the Connecticut Department of Environmental Protection and FEMA in accordance with all regulations and requirements of the Disaster Mitigation Act of 2000 (DMA 2000, 44 C.F.R. 201.6) and FEMA's July 1, 2008 Multi-Hazard Mitigation Planning Guidance.
Proposal Deadline.
The Valley Council of Governments must receive five (5) hard copies and one (1) electronic copy of your proposal addressed as indicated above no later than Friday, July 29, 2011 at 3:00 pm. Proposals arriving late will be disqualified and returned.

CT DOT has prepared a new air quality conformity analysis. The report shows conformity to the budgets in the current State Implementation Plan (SIP) for air quality. A 30-day public review and comment period has been established to solicit input on the proposed project and its potential impact on air quality in the non-attainment area. The comment period will begin on February 16 and end on March 22, 2011. The Greater Bridgeport and Valley MPO will consider the air quality determination at its March 22nd meeting. The public is invited to this meeting and will be provided an opportunity to address the GBVMPO regarding this project before it votes on the new air quality conformity determination.

The City of Derby has a proposed project
for the Pavement Rehabilitation of Hawthorne Avenue.

     The project is in the concept stage and may be recommended for construction under the Surface Transportation Program administered by the Connecticut Department of Transportation. This project, if supported by the community and Derby officials, will be designed by a qualified engineering firm selected by the City.

     It is the City of Derby's and the State's policy to keep persons informed and involved when such projects are undertaken. It is important that the community share its concerns to assist in the project's development. The City of Derby will conduct an informational meeting on Wednesday, January 19, 2011 at 5:30 p.m. in the Aldermanic Chambers at Derby City Hall, 1 Elizabeth Street.

Certification Review Meeting Scheduled on the GBVMPO Planning Program

The Greater Bridgeport Regional Planning Agency and the Valley Councilof Governments conduct the federally-designated, transportation planning process for the ten-town area under the jurisdiction of the Greater Bridgeport and Valley Metropolitan Planning Organization (GBVMPO). The US Department of Transportation has scheduled a Certification Review meeting on the GBVMPO planning program to certify that it is being conducted substantially in conformity with Federal guidelines.

Update on Cook Industrial Park loan from
VCOG’s EPA-funded Brownfields Revolving Loan Fund

The Valley Council of Governments administers an EPA funded Brownfields Revolving Loan Fund. In 2008, it made a $100,000 loan to the Cook Industrial Park in Ansonia, CT. The purpose of the loan was to support the environmental cleanup of the site at 22 – 26 Beaver Street, Ansonia.  Significant progress has been made in the cleanup. A venting system is being installed to remediate volatile organic compound vapors that may be under the structure. The Company has requested an increased loan of $50,000 to complete the engineered controls for the parking area and another area adjacent to Beaver Brook. The EPA and the VCOG have approved the increase to the loan. CT DEP has approved the remedial approach.  Work is expected to be completed by late spring, 2010.  Complete information on the project is available at the Valley Council of Governments office at 12 Main Street, Derby, CT, 203-735-8688.

The Valley Council of Governments is seeking to engage the services of a Consulting Engineering firm to provide engineering services to conduct a needs and feasibility assessment and prepare preliminary and final contract plans and environmental documents for the following transportation project:

State Project No. 124-0163;
Route 42 & 67 Connector Road Planning and Preliminary Design Study

     A Route 42 & 67 Connector Road is proposed that would connect Route 42 in Beacon Falls with Routes 67 and 313 in Seymour, along the western side of the Naugatuck River. The proposed study corridor starts in the vicinity of the Connecticut DOT maintenance facility west of the Route 8 and Route 42 interchange and will travel south along the western bank of the Naugatuck River to connect with Route 67 in the vicinity of the Stop & Shop in Seymour at the Route 8, Route 67, and Route 313 interchange.

     The Consulting Engineer will be expected to perform a needs and feasibility study including the identification of any existing deficiencies, the anticipated demand for a connector road using land use analyses of current and expected growth, transportation alternatives analysis and the transportation benefits. The project will be completed in three phases, consisting of: 1) A needs and feasibility study; 2) An environmental assessment of the resulting transportation alternatives, and 3) Preliminary design of alternatives and final design of the preferred alternative. The Consulting Engineer may also be required to provide survey, preliminary engineering, and prepare environmental documents.

     This assignment will require a public involvement program. An Advisory Committee has been formed and public informational as well as outreach meetings will be held to involve state/local officials and other stakeholders in the process.

      Firms responding to this request should be of adequate size and sufficiently staffed to perform the assignment described above. The prime consultant is expected to perform the majority of the work with employees of their own firm. Joint venturing assignments will not be allowed. Plans, designs and environmental data as well as supporting data will be produced using Bentley Systems’ MicroStation V8 digital file format.

     The Consulting Engineering firm will be evaluated and selected based on design and technical competence, the capacity and capability to perform the work within the time allotted, past record of performance, and knowledge of Federal, State, and Municipal procedures, appropriately weighted in descending order of importance.

     The assignment fee will be negotiated on a Lump Sum basis.

      The Disadvantaged Business Enterprise (DBE) subconsultant goal will be no less than 18% of the total agreement value.

      The selected firm must meet all Municipal, State, and Federal affirmative action and equal employment opportunity practices.

      A letter of interest, together with general information on the firm and proposed subconsultants, the firm’s brochure, current Federal Forms GSA 254 and 255, experience of the firms, and resumes of key personnel shall be addressed to: The Valley Council of Governments, Mr. Richard Dunne, Executive Director, 12 Main Street, Railroad Station, Derby, Connecticut 06418. Additionally, all interested firms must submit a detailed statement including the organizational structure under which the firm proposes to conduct business. Proposed subconsultants should be clearly identified. The relationship to any “parent” firm or subsidiary firm, with any of the parties concerned, must be clearly defined.

     Personnel in responsible charge of the projects will be required to possess and maintain a valid Connecticut Professional Engineer’s License. All letters of interest must be postmarked by a U.S. Post Office (if mailed) or brought to the Valley Council of Governments, 12 Main Street, Railroad Station, Derby, Connecticut, 06418 (if hand delivered) no later than 4:00 p.m. on Tuesday, April 24, 2007. Responses received or postmarked after this date will not be considered.

NOTICE is hereby given that the Greater Bridgeport and Valley Metropolitan Planning Organization is preparing the Transportation Improvement Program for the Greater Bridgeport and Valley planning regions. The TIP lists all proposed highway and transit improvement projects programmed to receive federal financial assistance from the US Department of Transportation – Federal Highway Administration and Federal Transit Administration – over the next five years, beginning October 1, 2006 through September 30, 2011. The MPO’s TIP conforms to the State Transportation Improvement Program (STIP) being developed by the Connecticut Department of Transportation.
