The Valley Council of Governments
is seeking to engage the services of a Consulting Engineering
firm to provide engineering services to conduct a needs and feasibility
assessment and prepare preliminary and final contract plans and
environmental documents for the following transportation project:
STATE PROJECT NO. 124-0163; ROUTE
42 & 67 CONNECTOR ROAD
PLANNING AND PRELIMINARY DESIGN STUDY
A Route 42 & 67 Connector Road
is proposed that would connect Route 42 in Beacon Falls with Routes
67 and 313 in Seymour, along the western side of the Naugatuck
River. The proposed study corridor starts in the vicinity of the
Connecticut DOT maintenance facility west of the Route 8 and Route
42 interchange and will travel south along the western bank of
the Naugatuck River to connect with Route 67 in the vicinity of
the Stop & Shop in Seymour at the Route
8, Route 67, and Route 313 interchange.
The Consulting Engineer
will be expected to perform a needs and feasibility study including
the identification of any existing deficiencies, the anticipated
demand for a connector road using land use analyses of current
and expected growth, transportation alternatives analysis and the
transportation benefits. The project will be completed in three
phases, consisting of: 1) A needs and feasibility study; 2) An
environmental assessment of the resulting transportation alternatives,
and 3) Preliminary design of alternatives and final design of the
preferred alternative. The Consulting Engineer may also be required
to provide survey, preliminary engineering, and prepare environmental
documents.
This assignment will require a public
involvement program. An Advisory Committee has been formed and public informational
as well as outreach meetings will be held to involve state/local officials
and other stakeholders in the process.
Firms responding to this
request should be of adequate size and sufficiently staffed to perform the assignment
described above. The prime consultant is expected to perform the majority of
the work with employees of their own firm. Joint venturing assignments
will not be allowed. Plans, designs and environmental data as well
as supporting data will be produced using Bentley Systems’ MicroStation
V8 digital file format.
The Consulting Engineering firm will
be evaluated and selected based on design and technical competence,
the capacity and capability to perform the work within the time
allotted, past record of performance, and knowledge of Federal,
State, and Municipal procedures, appropriately weighted in descending
order of importance.
The assignment fee will be negotiated
on a Lump Sum basis.
The Disadvantaged Business Enterprise (DBE)
subconsultant goal will be no less than 18% of the total agreement value.
The
selected firm must meet all Municipal, State, and Federal affirmative action
and equal employment opportunity practices.
A letter of interest, together with
general information on the firm and proposed subconsultants, the firm’s
brochure, current Federal Forms GSA 254 and 255, experience of the firms, and
resumes of key personnel shall be addressed to: The Valley Council of Governments,
Mr. Richard Dunne, Executive Director, 12 Main Street, Railroad
Station, Derby, Connecticut 06418. Additionally, all interested
firms must submit a detailed statement including the organizational
structure under which the firm proposes to conduct business. Proposed
subconsultants should be clearly identified. The relationship to
any “parent” firm or subsidiary firm, with any of the
parties concerned, must be clearly defined.
Personnel in responsible
charge of the projects will be required to possess and maintain
a valid Connecticut Professional Engineer’s
License. All letters of interest must be postmarked by a U.S. Post
Office (if mailed) or brought to the Valley Council of Governments,
12 Main Street, Railroad Station, Derby, Connecticut, 06418 (if
hand delivered) no later than 4:00 p.m. on Tuesday, April 24, 2007.

METROPOLITAN PLANNING ORGANIZATION
UPDATE OF THE LONG RANGE REGIONAL TRANSPORTATION
PLANS
NOTICE is
hereby given, in accordance with the provisions of Title 23,
Section 135 of the United States Code, as amended by the Safe,
Accountable, Flexible and Efficient Transportation Equity Act – A
Legacy for Users, that the Greater Bridgeport Regional Planning
Agency (GBRPA) and the Valley Council of Governments (VCOG) have
prepared updates to their respective long range Regional Transportation
Plans. The GBRPA and VCOG are the designated
transportation planning agencies for the Greater Bridgeport
Region and the Valley Region, respectively, and are mandated
by federal regulations to perform a comprehensive transportation
planning program.
The long range Regional Transportation Plans consider
various transportation modes and issues, and cover a time period
from 2007 to 2035. The current Plans were
adopted by the Greater Bridgeport and Valley Metropolitan Planning
Organization (MPO) in February, 2004. The Plans consists
of goals and recommendations intended to alleviate existing
and future transportation problems and deficiencies. The draft Plans have
been assessed for their impacts on air quality and conformity
with clean air regulations. The results of the emissions analyses
are included in the draft Plans.
The public is encouraged and welcomed to review
and comment on the draft Plans. The public review
and comment period begin on March 16, 2007. The Plan for
the Greater Bridgeport Planning Region is available for inspection
at the office of the Greater Bridgeport Regional Planning Agency,
Bridgeport Transportation Center, Suite 1, Third Floor, 525
Water Street, Bridgeport, CT. Copies are also available for
inspection at the offices of the chief elected official of
Bridgeport, Easton, Fairfield, Monroe, Stratford and Trumbull.
It is also available online at the GBRPA website: www.gbrpa.org.
The Plan for the Valley Planning
Region is available for inspection at the office of the Valley
Council of Governments, Derby Rail Station, Main Street, Derby,
CT. Copies are also available for inspection at the offices
of the chief elected official of Ansonia, Derby, Seymour and
Shelton.
NOTICE is also given
that the public will have an opportunity to discuss and comment
on the Plans at
two information meetings; one at the offices of the GBRPA on
Tuesday, April 10, 2007, concerning the draft Plan for
the Greater Bridgeport Planning Region and one at the offices
of the VCOG on Tuesday, April 17, 2007, concerning the draft Plan for
the Valley Planning Region. The meetings are scheduled to begin
at 5:30 PM. The public is encouraged to attend one of these
meetings to learn more about planned transportation improvements
in their area , discuss regional transportation issues and
express their support, concerns or opposition to actions contained
in the draft Plans.
Comments may
be made orally at the public meetings or in writing. Written
comments must be clearly legible, submitted on 8½" by
11" paper and include the person’s name and address.
Any person wishing to comment on the draft Plans may
submit his/her comments in writing to James T. Wang, Executive
Director, GBRPA or Richard Dunne, Executive Director, VCOG.
Written comments must be received at the offices of the GBRPA
or VCOG no later than 4:30 PM on April 20, 2007.
This legal

2001, along with copy of draft Plan. It appeared in the Connecticut

Organization is preparing the Transportation Improvement Program for the Greater
Bridgeport and Valley planning regions. The TIP lists all proposed highway and
transit improvement projects programmed to receive federal financial assistance
from the US Department of Transportation – Federal Highway Administration
and Federal Transit Administration – over the next five years, beginning
October 1, 2006 through September 30, 2011. The MPO’s TIP conforms to the
State Transportation Improvement Program (STIP) being developed by the Connecticut
Department of Transportation. |

an annual Transportation Improvement Program or when effecting a significant
revision of the Regions Transportation Plan. This document is available
