     The Valley Regional Planning Agency (VRPA) was formed in 1966. In 1970, VRPA encouraged formation of the Valley Council of Governments (VCOG). Since its founding, administrative support for this Council of Governments (VCOG) has been provided by the Valley Regional Planning Agency.
     On July 1, 2002, the Valley Regional Planning Agency (VRPA) officially became the Valley Council of Governments (VCOG). The organization turned from one where the Mayors or First Selectmen appoint representatives to one where the Chief Elected Official represents the community.
     The VCOG has also provided a variety of technical and informational services to assist its municipalities. Examples have included revised zoning and subdivision regulations, review of major economic development projects, and transportation and environmental planning programs.

Among the major accomplishments in the history of VRPA are:
  Establishment of the Valley Transit District in 1971
  Development of the Valley College Consortium in 1972
  Establishment of the Valley Health District in 1973
  Rehabilitation of the Derby train station as a multi-modal transportation center in 1977
  Establishment of a comprehensive traffic engineering program in 1979
  Completion of the Valley Transit Bus Maintenance Facility in 1982
  Preparation of the Regional Housing Needs Assessment in 1997
