          The Valley Council of Governments (VCOG) uses GIS for many aspects of regional planning. The VCOG maintains a road network geodatabase that houses transit, highway, recreational trails, Department of Emergency Management and Homeland Security (DEMHS) Information as well as Parcel Information GIS data. The VCOG GIS department has cooperative working relationships with the GBRPA GIS department, the Central Connecticut State University GIS lab, other Connecticut RPA GIS staff and departments, DEMHS, the Connecticut Department of Information Technology (DOIT), the Connecticut Department of Transportation (CONDOT), ESRI, the Connecticut Department of Environmental Protection, USGS, NOAA, and the office of Policy and Management. In addition, the VCOG is an active member in the Connecticut User to User Network and engages the members of the Connecticut Geospatial Council.
     In 2002 the VCOG received grant funds to map the VCOG regions parcels (the towns of Ansonia, Derby, Seymour, and Shelton) and integrated the parcel database with the Town’s Assessors Database Information. The goal of the project was to produce a single, seamless, parcel coverage of the four member towns linked to a composite assessor database, accessible through ESRI GIS software. A composite parcel base map and composite database were created and the completed map and database delivered in Sept. 2002.
     The VCOG’s goal was to develop a regional GIS to assist its members with zoning and land use management, transportation planning, route planning and analysis, the location of public service facilities such as schools, libraries, police stations, fire stations and other planning related issues. We have achieved this goal and taken our GIS capabilities even further by securing multiple other grants through incorporating the existing GIS to produce more analytical models to aid in decision making.
